What is Case Management in Higher Education?

The Higher Education Case Managers Association (HECMA) provides the following definition:

Higher Education Case Managers serve their University and individual students by coordinating prevention, intervention, and support efforts across campus and community systems to assist at risk students and students facing crises, life traumas, and other barriers that impede success.

Higher Education Case Managers:

  • Arrange for appropriate medical or mental health care.
  • Monitor compliance with treatment plans and/or university behavioral expectations.
  • Evaluate threat and assess risk to self and/or the community.
  • Maintain contact and meet with students to address needs.
  • Foster self-advocacy in students to manage their academic, personal, and fiscal responsibilities.
  • Advocate for students, individually and systemically.

Role of OSSJA Case Managers

Every year, students struggle with challenges and crisis related issues that interfere with their academic and student life success.   UC Davis non-clinical Case Managers based in the Office of Student Support and Judicial Affairs provide support and assistance to students and to staff and faculty members who become aware of students in need.    OSSJA Case Managers receive information, identify resources, reach out to students, and follow up so that students are helped and that staff and faculty are kept informed when necessary and appropriate.    OSSJA Case Managers make connections so that students in distress do not go unnoticed.

OSSJA Case Managers are not licensed counselors and do not provide therapy.  They do not replace the critical role that Student Health and Counseling Services has on our campus to help students, but they do serve as an important point of contact for anyone who is concerned about a student.

Other OSSJA Case Manager Responsibilities

  • Serve on the UC Davis Students of Concern Response Team (SCRT)
  • Help develop effective policies for campus-wide response to student mental health issues.
  • Co-ordinate services for students (Respondents) who are being investigated for sexual assault, domestic/dating violence, or stalking.
  • Provide outreach and workshops to staff, faculty, students and departments about how to address situations involving distressed and distressing students.

When to contact OSSJA Case Managers


Please contact us when you first notice a student in distress.   This may be related to emotional health, family relationships, grades, academic standing, or other problems.    It is often difficult to determine when a student is having a serious problem and it is better to err on the side of caution.   Contacting OSSJA when you are concerned about a student does not get the student in trouble.   We are here to help.

UC Davis Students of Concern Response Team (SCRT)

The SCRT is a team of UC Davis staff and law enforcement professionals who meet on a weekly basis and when needed to ensure a comprehensive approach to students of concern.   The team includes representatives from the following offices:

  • Office of Student Support and Judicial Affairs
  • OSSJA Case Manager
  • Student Housing
  • Counseling Services
  • Student Disability Center
  • UC Davis Police
  • Academic and Staff Assistance Program
  • Center for Advocacy Resources and Education


The SCRT reviews behavioral incidents to ensure a systematic response to students whose behavior may be disruptive or harmful to themselves or the UC Davis community.   The SCRT assists to promote the health, safety and welfare of students and other members of the UC Davis community.
